Skyroamers are arguably sentient. Not everyone would agree.
Large (10' diameter) living baloons, much like Jellyfish, they float several miles above the world. They seem to engage in intelligent behavior and have language, and some use of magic, but there has been little communication with them.
They appear to have some sort of civilization, or even architecture, centered around the Thousand-Year Storm.
